Why don't scourge hooks buff the actual hooks?
I feel like scourge hooks should be mechanically different from normal hooks.
Like immune to sabotage, breaking and 100% self-unhook fail rate.
It would be a nice touch that would make going out of your way to use them legitimately worth it.

no one would use it. thats not good enough for a standalone perk
just give Agitation or Iron Grasp the additional effect
Scourge hooks are regular hooks only affected by perks. Hex totems are regular totems only affected by perks (depending on the perk). I think it makes sense.
Maybe an offering? Like add "increases number of Scourge Hooks by X of a Scourge Hook perk is in use" to the current hook offerings?
Honestly, just give a hook version of Thrill of the Hunt. Maybe that could be the rework/buff Monstrous Shrine needs: sabotage and unhook action speed penalties per Scourge Hook, plus Scourge Hooks counting as basement hooks.
Just refluff the Monstrous Shrine perk as being "An extension of The Entity's hunger, you feel the cold of the depths reach out and ensnare you even when you thought you were safe"
Scourge hooks should change all hooks. Change my mind. XD
to be honest sabo maybe being a bit more relevant outside swf isn't that bad (as far as i'm aware there is zero indication that a hook is a scourge hook to survivors beyond finding out the killer has a scourge perk and guessing based on which hooks they go to)
