Add Unique abilities to Perks and Add-Ons

A Unique ability is an effect from a perk or add-on that doesn't stack.

So for example:

Perk: Leader

Unique Abililty: Leadership - When other Survivors are within 8 metres of you, Leadership increases their Action speeds for Healing, Sabotaging, Unhooking, Cleansing, Opening, and Unlocking actions by 15/20/25%.

You are already running into perks that have overlapping effects. This would prevent the stacking of effects that would be too powerful if multiple them but would let you add an additional effect onto a perk that is too weak on it's own. Open Handed would be another example that uses a unique ability.
