Slowing it down in the first three minutes would still make camping way too strong.

Because hook timers last 120 seconds, and that's all the time the survivors have to finish all five gens. If they don't, killer gets a second victim. Slow down gens in the first three minutes and a facecamper is under way less pressure, making it more likely they'll get a 2K or better.
