Iron Will will always be used over all the other perks that also reduce injured noises because...well...it's just better than all of them combined. It's going to be worse if this buff goes through. It needs to be nerfed in a way so that the other perks can compete with it.
I think Off the Record is fine the way it is. The duration could be longer but I think it's still a decent perk.
Off the record just needs the aura portion to be permanent ditch the silencing part all together leave that to iron will and give distortion a rework

I say to buff it just greatly increase the time of the effect. Possibly 100 to 120 seconds.
In my opinion, Iron Will is occupying a territory of gameplay of which BHVR ought to build more gameplay around.
To be specific, I think being quiet/holding breath as survivor should be a mechanic which every survivor could use, both with limitations and penalties if executed in a bad way.
You would also have to rework Sole Survivor, unless you plan on not ever being hooked while using it. Also, permanent aura hiding just for being hooked once is ridiculous.
Who cares we need ridiculous perks if anyone is going to change there meta load outs niche effects should be powerful asf
