So here's somethings for Wraith add-ons
Why not an lower his speed boost and have add-ons that increase it
Possibly change his iridescent so it actually has down sides to it like he moves slower or something

I would change All-Seeing Wraith, but nothing else. If you lower his speed boost and have addons that increase the speed boost, he would basically become the old Wraith where people would have to play certain addons to make him "good". And that's a no-go in my eyes.
You're asking to revert him to where he was pre-buff, because that's exactly the state he was in. And he was entirely unviable without Windstorm addons.
I think Wraith has a fantastic addon spread, with the exception of All-Seeing Blood. That thing needs a drawback - maybe loss of his lunge, maybe a delay before he's allowed to attack. But for everything else, he's got a variety of interesting effects that offer him many different playstyles, and extremely few useless addons like so many killers suffer from.
