Are mods allowed?
I see a lot of content creators and also a few fog whispers using some kind of mod to change there perk icons. Is this allowed or a Grey area?

Grey area, kind of. Long story short, if you get banned for that by EAC, the devs won't unban you. It's "use at your own risk".
Anything that you do that changes the game files in anyway is a "use at your own risk" - whilst we do not actively search out individuals to ban for changing perk icons, if you are automatically banned by the system we cannot unban you.
If u get banned, BHVR can not help you.
That's something u need to solve with the EAC guys, the ones who made the anti-cheat.
The devs basically said "We won't stop you from modifying the game files to change the look of your perks but if you get banned by the anticheat then we won't help you"
