It looks like your trying to make the perk do too many things all at once. My suggestion for buffing this perk would to be increasing the pallet blocking range to 32 meters and block vault locations as well. Maybe even have it destroy already dropped pallets if your extra spicy.
Just remove the original effect and increase the numbers on your new effects. That should work
