Sony forces developers to spend money to enable cross play, and even if they did they typically don’t let them do cross progression because of microtransactions, exclusive content, and stuff like that. Fortnite got caught up in this for example and it caused a huge uproar. Xbox could easily allow it though because they’re Microsoft - PC and Console so...
But there’s also the fact that DBD is a paid title, and on consoles it’s Deluxe Edition that has Hag and Doctor’s chapters unlocked while the PC version doesn’t. I’m not sure how the devs could go about that - either make the Hag and Doctor chapters free on PC as well which would obviously outrage the community, or just not do cross progression at all, which would also outrage the community.
Xbox could easily do it, BHVR can put Hag and Doctor free on pc, they added a lot of free killers on switch version
It's not an easy snap your fingers thing. There are legal issues, financial issues, etc etc etc. Just because you want it - does not mean it is easily accomplished. BHVR has stated repeatedly this is something they are working towards, but that it will take time.
