There are a lot of things in this one perk, I'm sorry but it's too much. Also, it doesn't matter how good you balanced the perk, still is unfair for the killer.
This won't never happen and I have to say it, is impossible.
Also, one of his effects is a copy of the perk Visionary. For your knowledge.
