I see some people prsise this perk, but at face value it does not seem that great.

How do you make good use of it?

    Hit and run tactics, it works on Killers that can utilize those, Hag, Wraith and most notably Freddy who can make really good use of it cause stacked slowdown, failed skillcheck and repositioning.

    Nurse's, wound multiple survivors to slow them down, combine with other perks that affect healing, good for tracking when combined with bloodhound and father's glasses on spirit, counters body-blocking

    Dont combine Coulrophobia or Unnerving Presence with Nurses Calling.  The victims will see the other perk and never heal within your terror radius.  Ever

    Survivors spend a lot more time healing with Sloppy. It's only a few seconds, but those seconds add up quick on a trial that is minutes long. If they are healing, they aren't doing gens. Combined with Nurse's Calling, it's a sick a combo.

    It's a fantastic perk on Freddy. Great for stalling and keeping people busy, even when they are out of the Dream world.
