What is the exact cooldown of a fully charged demon strike when downing a survivor?
Is it the same as a normal basic attack cooldown (3.2 I believe, correct me if I am wrong), or is it slightly different?

Are you taking into account the three strikes?
Yes
I say its probably longer because there's a brief pause after the strikes. But I don't play much Oni to be definitive.
