You're best trapping pallets that survivors are likely to go to (usually around the centre of the map), you should also usually break any pallet that might pose a problem for you later in the game (pallets that can create strong loops such as shack pallet, jungle gym pallets, or pallet gym pallets), filler pallets can usually be mind gamed.
I tend to trap at safe pallets but only if they're not near anything else. Or, I will just pretend like I'm trapping more commonly. Against bad survivors, they tend to immediately run away when you start to trap, which can result in a hit on the right circumstances.
Also certain key locations. The pallets in the game for example near the basement/bathroom area, if a survivor throws that pallet and you are outside those hallways you can trap the pallet and go to the other side and now a survivor is in a real bad spot.
If it's a strong loop, if survivor can't make it to anything else or if that trap will come in handy for someone else later on - you probably should trap it
