Just so I got the situation right...
Currently bhvr is
- Spending a lot of money on licenses for chapters
- convinced that that will attract paying customers
- which however might leave fairly quickly (before making the money back) because they game is such a mess
- instead of focusing on gamehealth and things that make people stay

You're pretty spot on, and you could probably apply a similar mindset to almost every current big game company too. It's kinda sad that this is how the big franchises and games are run now. I only ever look forward to indie games now, or a very select few companies like Arkane and id
Yeah, it's annoying with big companies as well, but bhvr... they don't have the money.
Like, I'd rather have them have a purchasable questline that ends with a themed cosmeticsset for all characters (on one side) than the whole mess with licenses and locked cosmetics.
Seriously: Give me something that requires me to play for a while and solve quests with a nifty reward at the end and i'll gladly give you 25 bucks. But 10-15 bucks for a single cosmetic? why?
The last 3 chapters were originals and not licensed though? And they already stated they aim to make at least half of their chapters originals.
it’s not like they are only focusing on licenses, and frankly, do you really know how much they are spending on licenses?
focusing on game health is also a double-edged sword: trying to make the game more accessible for new players would be in direct contradiction to making the game more balanced for high skilled players. And they are already working on both ends..
They could at least optimize the game for us console/lower end pc players :(
yeah. I got the switch version after they announced crossplay because i thought it could be fun.
with that performance I think they should never have released it on switch though..

They literally haven't been adding new maps lately because they have been reworking old maps visually and balance-wise. They have been reworking perks (which has been heavily asked for) and weaker killers.
MMR is also in the works for matchmaking issues and they regularly attempt to repair glitches and bugs.
If you wanna slander linked cosmetics, go right ahead. But as far as the cost of cosmetics go, BHVR's prices are pretty standard tbh. Fortnite cosmetics are similarly priced, for example.
What are you expecting from them that they're not doing???

I don't know if I'd necessarily say that it's licensed chapters instead of game health. I think they genuinely think the game is in a healthier state than it actually is. I would agree that they prioritize very oddly though. We seem to get new things or changes no one asked for (like the new HUD for one example, there are many though) while not doing or changing things the community has pretty much agreed on for a very, very long time (one example being how DS has needed a legitimate rework for ages). Obviously there are different teams though for different things so it's hard to be too critical here. That said, why is the perk team nerfing something like Undying when DS has still been an issue for so long? That is the same team. Weird priorities.
We obviously don't have the full picture since we don't work there but it does give some negative PR in the consumers perspective from what they do see, whether that be accurate or not.
A stream where they show the break down of their teams and the change processes involved to help everyone understand would probably go a long way in relaxing the community.
It's been like that for the past 1 and half years.
Look, when it's cosmetics like the Minotaur or Krampus, those oughta be linked. But things like Kate's dress? The dress, sure, but the head with it?
And that they are wasting money on licenses is the impression I (and *gestures around* a lot of people get).
I give you this: It might easily be due to the utter lack of communication with the community. The issue with the colorblind mode has shown that. It feels severely as if this is what they are doing (amongst other issues) because those are the results we actively see:
Broken chapter releases, little to no consideration of community input, butchering of events etc
