The slowdown, without ether, is best utilised when chained, otherwise its minute at best! Especially if they are at the edge of the cloud and not the centre as it allows a quick exit from the aoe.

Like trying to play trapper without a bag addon, its harder for sure, requires more foresight, but can still be rewarding! It's up to you how you wanna build it!
You’re meant to make sure a gas cloud is in FRONT of the survivors path.
A survivor is Intoxicated for the entire duration they’re within the gas AoE, and for a further 2 seconds once they’re out of the gas AoE.
Thus you want survivors to run through a FULLY EXPANDED gas cloud.
Throw bottles AHEAD of survivors, not AT them.

Seriously, if you aren’t catching up on survivors like a bat out of hell after they’ve passed through a full gas cloud, then something is bugged with your copy of the game.
I play Clown without add ons on a very regular basis and can still down survivors very fast at loops.

Clown is very viable without add ons if thought is put into which part of a loop should be gassed so that a survivor is forced to feel the full brunt of it.
An easy way to tell if they've been hit by the cloud is when they scream. Maybe you're just getting near misses and potentially had a laggy set of games or something too?

I know what clown does, just never bothered to play him beyond dailies or without addons. Literally my least played killer.

Just never played against a clown that wasn't using the ether bottle addon so i can't tell from my survivor games.
I lobby dodged for a while and got some survivors where it seemed to work normally. i guess i just had some survs with good gaming chairs.
I played clown a bit and the only add ons I used were common ones (reload speed and extra bottle) as I only got him to level 40. His exhaustion effect is definitely viable on its own but your bottles need to be on point.
It's easiest to aim at an area you know they will go to and want them to move away from or get the exhaustion (pallet/window) but on a lot of loops it's best to hit some tall object as the gas seems to expand more as it falls. E.g. hit the cow tree on the corn map and you can gas practically the whole loop.
