Obsession based on MMR

To make being the obsession (survivor) and make interacting with the obsession (killer) more intuitive, the Obsession mechanic should function off of the MMR survivor rankings once those are properly implemented.

Why?

Killer should feel like there's a reason that that particular survivor is an Obsession for more logical reasons than perks simply because for newer players who don't know all of the perks, being expected to know why a survivor is an Obsession is asking quite a lot.

What?

The survivor with the highest MMR in the lobby will be the Obsession if there are any Obsession perks in play. If the survivors are within X number of MMR of each other, no Obsession is created unless the killer has an Obsession perk (survivor Obsession perks do not necessarily create an Obsession in this case).

Result

The killer's Obsession will always be the survivor who most challenges the killer in comparison to the actions of other survivors. Killers will still have both Obsessions that are chase-oriented and stealth-oriented, but killers will no longer have scenarios where the Obsession is the worst survivor in the lobby and doesn't deserve the kind of special treatment (in whatever form that may be) an Obsession should receive.

Also supports changes to how many survivors need to be present to start repairs on a generator.

    but it would make balancing the perks easier if that was the case.

    And regardless, I do think there's some merit in the statement that the Obsession shouldn't be the weakest survivor in the lobby, since that would result in STBFL and PWFY being relatively useless or even deactivated pretty early on and old Dying Light being incredibly powerful. So, it's safe to say that the devs expected the Obsession to be a survivor that piqued the killer's interest in a certain way guided by the perks chosen for the match.
