Just wondering since I'm not playing it, but I like the perk changes so I was hoping i'd get to play them soon.

Sorry, I mean when does the PTB become, like, part of the actual game?
There usually is no set date for it.
Probalby 13th October
Some sources that have proven themselves trustworthy tell the release date is 20th october.
