The perk is fine, instaheals were a real issue back in the day, this perk does a decent job as an insta heal without being broken.
a buff? lol it's incredibly strong already.
For the People isn't a perk that needed a buff in the first place. It getting a score event is just a nice bonus in the same way Any Means Necessary got a score event.
