I don't think it's quiet so much as instead of a heartbeat it's music. So it's not as noticeable as it should be.
I think all killers should be like that.
Yes. I recommend Stake Out/Spine Chill so the sneaky beaky killers aren't so sneaky beaky.
He's not the only Killer having that issue. It's a known bug.
