with the upcoming early game solution can survivors have something unique other then their looks.
not something too powerful but still rewarding, whether it be a small buff to healing/unhooking/cleansing or a balanced "ultimate ability" of sorts that is powerful but requires a lot of work to earn it and rewards a certain play style, for example: jeff's ultimate could be old rider: after preforming two safe unhook rescues the next protection hit that would put you into the dying state will instead apply the deep wounds status effect, or Adam's ultimate could be called cling to life: after gaining max blood points in the altruistic category the ultimate activates, the first time that you would be sacrificed will be ignored and you instantly unhook yourself while being broken for the rest of the match, thoughts?

It's too late in the game to do this in my opinion, people have chosen their favourites, and there will always be that one passive ability that will be better or "more optimal" than all the others and players will go for that most of the time.
no. Because you either give survivors such abysmal unique buffs, up to the point where the buffs are pointless, or people will start picking up the most efficient survivor.
If you want to go in that direction with survivors then certain survivors should get healing buffs but for example vault speed nerfs because they are supposed to be healers and not getting chased.
But the devs doesn't want a meta for survivors and Just make them skins. Which i agree.
