Small change to the tutorial.
I think that you should teach new players on the survivor side about pallets and loops. Like not the full looping technique but the basics. I feel teaching a survivor to be "stealthty" Rather than how to defend themselves is setting the new guys up for failure. They are so many ways to find stealthy survivors its unfair to even have tha tin your tutorial. Maybe teach them about crows and how you can disturb them but do make it a bonus objective to be stealthy. Put pallets in the survivor side of the tutorial as there are definitly players who dont even touch the killer tutorial.

"make it not useless"
its educational is some ways so it isn't completely useless imo. The first thing it teaches new survivors is to do gens which is good but other than that its not to useful. go to the basement ohh no the killer is coming dont dart out of there hide in a locker!!! lol come on bhvr lets get this tutorial rolling and teach a survivor the ways to protect themselves from killer rather than hide from them
The problem is that looping is not an advertised part of the game. If they are going to introduce new players to the concept, it had better be in the trailer and game description. But, even though its balanced around looping (it's not balanced around stealth, stealth is either ridiculously OP or ridiculously inadequate) the marketing still pretends the game is a hide-and-seek sim.
So imagine how many new players will load in to the tutorial and find out that they were lied to. At least give them a couple dozen hours with other new players before they realise that looping is the core of DBD.
well at least introduce pallets. show them that at least. as a new player i would have loved to know there were other ways to go about it rather than just hiding you know?
I get they market the game that hiding is key but its stupid imo.
