no it isn't but the fact its rarer than ebony is just stupid
No it's still in game, it's just that because it's a Rare Bloodweb node it has to compete with 5 add-ons, Bloody Party Streamers, all the Map Offerings, and the 4 BP category Offerings.
Which means getting one is, well, rare; due to the fact that all Rare Bloodweb node possibilities are (AFAIK) weighted equally.
If you keep going you'll almost certainly find one eventually...
...but by that time you'll probably have gotten 20+ Ebony Moris, since they only have to compete with (at most) 2 add-ons for a spot on the Bloodwebs.
