Unpopular Opinion: Leatherface might be stronger than Myers (Add-onless)
*Keep in mind this is my opinion, and i only talk about them without add-ons.
After playing all killers at rank 1 add-onless, i think leatherface might be stronger than myers.
Their power is basically the same, but the main reason why i think leatherface is better because he starts with his power available, and moves at 115% already at start. And, your power is available whenever you need it.
As for Myers, he needs to waste a huge amount of time to just patrol and stalk them with 105% speed. By the time i tier up, gens are done, and that's only for getting into T2. During all these stalking, you basically have no pressure against survivors whatsoever.
His T3 has only 60 secs duration, making him hard to snowball from it because it's too short. His instadown is also not available whenever you want, so that's another downside.
Sometimes i can't even get to T3 without 3-4 gens been done, and i only got 2-3 hooks.
Sometimes i can only activate T3 once for whole duration of the match, because i can't afford letting survivors go while i'm stalking, losing pressure.
So overall i think leatherface is better, but only without add-ons. With add-ons, opinions might change.

Ok so first of all just comparing their instant downs:
Myers T3 is instantaneous and has full manuverability. Actually even better, it has enhanced maneuverability due to the extended lunge.
And when he's not in T3? He's passively better than a base 115% Killer. His T2 has a 16 meter TR and a faster vault speed, with T3's being even faster. That has a huge impact on chase times, especially with M&A bringing his TR down to only 8 meters.
So his only real downside is his weak T1, which isn't even THAT weak due to it being undetectable. Still a weakness so I'll grant you that.
But anyways, the point is that Myers has a better instant down and better raw stats in general. His T3 has minor anti-loop and his T2 has minor stealth capabilities.
So sure, Leatherface always has access to his instant down, but he has no anti-loop and nothing to help with tracking or any utility whatsoever for that matter. Hit saw also has the 2 second charge time making it situational in terms of when it can be used, unlike T3 myers which has a prerequisite sure, but isn't situational.
Well, based on how i do with both of them, i generally have better results with bubba than myers. But of course, i might be a bad myers and a good leatherface.. who knows..

Something to remember when making that kind of comparison is to remember that Strength and Ease of Use are different scales.
Leatherface, Freddy and several other Killers are easier compared to most Killers, so even if they aren't the strongest (well freddy is strong too but not the point) you can still do better with them compared to the other "better" Killers simply because they have an easier learning curve.
The difference is that you can't generally take them as far in the long run (again, Freddy is an exception).
In that case, i find it easier to play as Myers than leatherface. And actually, they're both m1 killers, so if i can do well with one of them, i should be able to do well with another. Their mindgames are basically the same.
But still, imo they both deserve some buffs..
I kind of agree with you.
Just comparing their Insta-downs. Yeah, Myers has limits, time management, he needs to stalk to get more, and you're screwed if a survivor is glowing Red because you can't get anything from him/her.
Bubba just has to get on someone's ass and rev that Chainsaw and done.
Both can be looped, but in a comparison scenario, Michael's biggest flaw is the time bar he has before going back to his T2.

Bubba is better than Myers. As long as he has his perks then he's better.
Maybe with stalking and duration add-ons, he can be terrifying..
But sadly, add-onless myers is just too underwhelming in red ranks, because the game really goes by fast.
If you include PWYF+Nemesis into ecuation, then I can see your point. Otherwise, Bubba's add-onless chainsaw is pretty worthless outside of dead zones.

I also think Myers is better, because the tier 3 is not easy to read. It could pop at any time because you don't know how much the others got stalked. On Leatherface you always know that he needs to charge, allowing you to estimate if you can make it to the window or when you need to take the pallet
