The slow down duration is increased by 0.5 second and the slow effect is increased by 5% by default.
Omg how did i do this? how could i think of such simple buff that would take 20 seconds to edit in the code?
Change the 2.0 second duration in to the code to 2.5 and change the slow from 15 to 20, damn that will definetly destroy the game and the code and make the game unplayable and we have no time to go into the clown code to change tiny numbers.

Well, iirc when they changed the spirit's post-phase speed it also nerfed wraith unintentionally, and when they tried to fix the silent slug bug they completely broke survivor sounds. I would assume it's not that simple.

The code for hindered is probably like 50 lines half of which are effecting other unrelated parts of the game and the clown uses like 10 different poorly labeled variables to make it all work.

You may not think that this small change is significant, but trust me, it is. The Clown used to be slowed when trying to slow survivors. It's a bizarre design choice to say the least, like the fact that Trail of Torment reveals where you are when it activates. Now he isn't slowed any more, so he can actually take full advantage of the slowing effect.
