Buff low tier perks

Simple as title.

There are so many garbage tier perks in DBD for both killer and survivor, I'm sure everyone would have more fun in the game if some of the lower tier perks were buffed and might even help fix the boring stale perk meta.

Not to mention it would also mean leveling/prestiging is a lot less frustrating since you always seem to get Deja Vu first.

    Maybe give them "slots" that you can stuff other garbage-tier perks into (but not certain meta perks). That way you bring one bad perk, but it's got the attributes of multiple bad perks so that it may be at least somewhat useful.
