Head On just as Dead Hard
Dude, Head On is simply up. Many times it causes exhaustion but it ain't stunning a killer.

The killer was probably still in his stun animation, which is why it didnt trigger again.

In that clip, the killer was still in the stun animation from Decisive Strike, so trying to stun them again wouldn't do anything. That's not an issue with Head On, it's just the way stuns and animations work across the board.
