The Legion are rogue Survivors
They're teenagers who have haven't been touched by the entity and look perfectly normal without their masks. They're just hyped up on Addy and don't really have self control anymore.
Either the Legion were meant to be Survivors or they found their way in on accident and like terrorizing people. They're barely murderers and are younger than most Survivors. Heck Nancy, Bill and Ash are all comfortable with guns and are killers and still ended up as Survivors.
The real nail in the coffin for the Legion is that they know Jeff personally who is a Survivor. And they're on good terms because he painted their mural. They'd have no reason to kill him. No other Killer or Survivor has that relationship. Every other Killer either hates, has attempted to kill or doesn't know their Survivor at all.
Their Chapter was called Darkness Among Us, which is probably a reference to the fact that they're Survivors who decided to kill independently.

I wouldn't say they're rogue survivors, I'd say the Entity likely just blessed them in a different way. The reveal trailer for them kinda implies that it intentionally left them unmutilated in order to deceive the Survivors in its Trials. They make up for this in having the strength to smash pallets or break down with a mere kick in response for keeping their adolescent bodies.
They were definitely intended to be Killers, elsewise the Entity wouldn't have taken them and made them Killers.

First off, this should be in Lore, not General Discussions.
Second off, the Legion ARE NOT FORMER SURVIVORS!
Let's tear these down one by one. "They haven't been touched by the Entity." Neither has Michael. Neither has Bubba. Neither has Clown. Neither has Huntress. From artwork that is out there, we know that Plague hasn't been either.
"They're barely murderers." Neither Spirit nor Plague killed anyone. Legion has. Next.

Sure, Ash may be a jerk, but when push comes to shove, he fights for good. The Legion are a group of kids who... well, here's a quote from their lore: "Bullying , vandalism, and theft were essentially their weekend plans. It came to a point where they would do anything he asked. Nothing was off-limits when they put their masks on." They were anything BUT morally good.

MANY years passed since then, and he only really had that ONE interaction with them. Most likely, the Legion would have forgotten about him. And if they do remember him, they likely don't recognize him.

I'm sorry if this comes off as rude, but the ENTIRE POINT of the Legion is that you wouldn't expect them to be Killers. THAT is what Darkness Among Us means. That was the whole point of the chapter. The character roles were reversed. Jeff is this big, intimidating giant that most people would run away from. However, he is really a quiet sweetheart. The Legion are a group of teenagers. In NO WORLD would you expect them to be ruthless killers, and yet, here they are.
Face it. The Legion are, and always have been, Killers.
I don't really know where to start.
There are plenty of other Killers that are untouched by the Entity; Huntress, Pig, Ghostface, Michael, Freddy, and Leatherface are all recognizably human.
Other Killers didn't kill anyone either. Spirit and Plague never killed: heck Plague was willing to sacrifice her own life to SAVE lives. I'm also fairly sure Nancy never killed anyone.
How does having known a Survivor on good terms prevent the Legion from being a Killer? I don't see having been amicable with a Survivor in the past logically leads to 'is not a Killer'.
Depending on the timeline, Michael was Laurie's brother. According to you, since he knew her in the past obviously he couldn't be a Killer either.
The reason the chapter is called Darkness Among Us is because the Legionnaires don't look terrifying or evil.
IIRC the devs said that the premise behind the chapter was that if you were getting on a bus and had to choose between sitting near Jeff and sitting near Julie or Frank, that most people would choose the latter - intimidated by Jeff and unaware of the teenager's hidden darkness.
