I would imagine DESTROY to walk through pallets/walls quickly. No...like a shift ability from friday the 13th where he can just pop up around a corner No...M2 to hear his mum say hot or cold to locate the survivors.
He can grab a survivor with his hand by their throat and throw the survivor. If the survivor hits a wall, the survivor will take one health state worth of damage. If the survivor hits another survivor, they both take one health state worth of damage. If the survivor doesn't hit anything, they don't take any damage. The survivor can wiggle free which takes 30 seconds.
Hold M2 to go sneaky. Greatly reduces terror radius, also reduces movement speed to 3.85m/s.
Let go to stop sneaky.
If you stop sneaky within 16m of a survivor, they scream out in terror (let's call the ability terror for simplicity's sake) and become exposed for the next 60 seconds. (You'll also need LOS to do this. Can't just do it through walls. It could have slight delay so you don't get screwed because they just went around a corner at the last second. Auras of anyone who you're sneaky-ing on are revealed as long as they'll be affected.)
Once you stop sneaky successfully, you're locked in for three seconds. This gives them a headstart and a chance to not just get instantly downed with no warning.
If you fail to sneaky and the survivor sees you and run away, you can either continue slowly walking around like the coolest cat in town snapping your fingers as you walk down the street, or let go and start chasing as normal. When you let go, your power enters a 30 second cooldown. You aren't locked in if you don't scare anyone.
A survivor that was in a chase in the last 60 seconds is immune to terror (because they're already alert). This prevents you from just popping it mid-chase. It's like an ambush, not a "boo, comin' to get you".
P.S. Works on all survivors you see. So if there's three people crowded around a generator, they'd all be exposed.

Very nice ideas for Pamela's little boy. But I feel he should also be able to simply walk through a pallet once every minute or two. It's kinda his thing

Id like something like a Mothers Rage... Something's that builds over time, as gens are completed, or something that ups his speed, bumps up his bloodlust, and allows him to walk through pallets uninterrupted.
Or Mother's Watching, that shows survivors auras with a voiceline from Mama that sounds to everyone so they know. Pair this with a slower default speed, MAYBE ability to walk through pallets, and always a 1 hit down, and he's intimidating with a Jason feel from the movies. Slow, strong, and scary.
Even a shift like in F13 might be cool.
Lots of unique options that could work for him and set him apart from Trappy.

Sticking to how he does stuff in the movies:
