probably because those offerings were all bugged: like sometimes you could get them on blood webs even if you already had that character (hence 7k bp waste), while sometimes when used they wouldn't let you play that characters and might unlock it permanently.
also, it been almost 2 years since the last splinter was added, devs clearly decided not to use that concept anymore.
but yeah, it is sad you can't try out new killers anymore.
Money probably, if you cant try it and you go off your favourite streamer that makes the killer look amazing, then you might just buy it.
If it sucks, well, they got your money.
So you will pay.
