Backfill Queue for DCs
Regardless of the penalty, the DC issue is still an issue.
What about implementing a backfill queue, where you willingly queue up to replace a coward or person with a tech issue so that the game isn't basically a throw to the killer at that point?
Give them a backfill bonus?
This could also help people find games quicker that just want to play, regardless of the condition.
