Is the MMR system making it live this patch?
About 2 or 3 weeks ago the devs announced an MMR system coming to the game, but I didnt see anything on the PTB patch notes or any official statements, is this change getting implemented this patch or in the future?

It's a gradual change that they'll be implementing slowly, it's not being implemented all in one patch as the status update implies.
So no, it's not being added in the next patch. If it was, a big update like that would've been mentioned.
