So i started playing him at rank 9 on xbox and almost everygame i played for the past 2 days has been a 4k merciless or ruthless killer. is billy actually op or am i just lucky with getting baby survivors

Survivors not experienced with Billy probably. Billy is really easy to avoid unless you're playing on rotten fields. I just know they Billy is not OP.
Billy is a good killer, one of the more balanced killers whereas a lot are tad weak-ish.
So yeah you are "lucky" for the most, keep playing into the red ranks and you should see that decline quite a bit.
Though it is really hard to deal with an insta-saw billy who runs up right behind you, but then that is what add-ons are for, skew hte fight in your favor.
