For killers, safe loops deny progress, whereas survivors are always progressing.

As a killer you can chase a survivor around a safe loop until they drop the pallet and run to another loop. This makes the previous loop unsafe, but that's assuming they run by it again. Survivors that know how to navigate the maps properly know how to navigate chases to areas that are safe, and they also know how to preserve spaces that are safe. Because of this they can utilize excess safe loops to waste killer time, where even though the pallet gets broken for that safe loop, it makes no progress towards catching a survivor as there are more than enough safe loops for survivoirs; some of them don't even need pallets.

Every actions a survivor takes it beneficial to what they're doing, but the killer only has a limited amount of time to act, and if they don't choose wisely they get screwed. Survivors might be screwed by repairing all of the exterior generators first, but that's rarely the case.

TL;DR breaking pallets at safe loops during chases is beneficial for killers, but by the time all of those types of pallets are broken, all survivors will have escaped. Meaning that there are wrong actions and right actions as killer, but as survivor every action is correct.
