How fast is billy with agitation tier 3?

Agi 3 makes killers move at 108.5%, which is just shy of Hag/Huntress base speed.
He didn't have play with your food so I am surprised but what do I know haha
To me, it looks relatively normal.
Tho, I heard there's a bug with Agitation 2 that makes the killer not to lose the buffs when not carrying and such. Could be due to that.
Did he have Agi 2 or 3 ?
