Unnerving presence of Freddy

Theoreticaly if you wanna use Unnerving presence(UP) on Freddy to "counter" Decisive strike, will UP activate on downed survivor or not because of oblivious effect?

It won't work no terror radius perks work with asleep survivors. To down them you have to put them to sleep.

I don't think any of those perks even work on Freddy was kind of a dumb change
