Because you unlock her on the rift and if you wanted it that bad you would of bought it last year, so its always been behind a "paywall"
Nurse's Hallowed Blight cosmetic wasn't available last year, only Trapper, Hillbilly, Wraith, Doctor, and Huntress were. They most likely did this to give players more incentive to buy the Premium track.
I don't have rift pass, and it's not fair for nurse player since everyone else's halloween outfit can be earned through serum
it's probably gonna be in the store next year for the next Halloween event
They said they would be releasing Rift exclusive cosmetics a while after the Rift has ended, so they probably will. They just put her in the Premium Rift to give players an incentive to buy the Premium track.

Not sure if it will become purchasable with next halloween event currency though
They should of postponed the Nurse changes to lure in Nurse mains into the rift. Then sandbag them after getting the money.

Cheaper for you to buy a rift pass than the nurse outfit itself tbh (and you unlock other cosmetics too) so in fact its an awesome deal #getonboard
