Two reasons. One, it's either because the matchmaking itself is just the worst, and/or it's a swf, and you were matched against that Rank 13.
The longer you wait in a queue, the wider the matchmaking choose who to pit you against. You must have been in queue for quite some time before you got matched, I hope?
Matchmaking is absolute garbage these days. It's always been terrible but this is a new low.
