Y'know, this could even work in his lore! That dark place - nobody knows what's actually made it. Maybe a conduit The Entity could squeeze through!
He'd probably be a stand alone character though, like Ash or Bill. I don't think there's a single character who could fit the Killer role within his games. Maybe a combination of Rusty the park ranger and the Murder of Crows may work together?
I love the perk ideas though! Definitely feeds on his connection to the light. If this were a paragraph, I'd buy it!

Freddy's timer on the Survivor icons. I would never know I was playing against him until I was sucked into the dreamworld. Only recently has the timer over the faces become apparent to me.

Patrolling a hooked survivor in order to watch for other survivors to make a move, and then target those survivors when they try for the save makes some sense. It's risky, for if the others know it's happening they'll carry on genning and get the quick win.
Camping a survivor (face-camping or moving not far at all from the hook) is just a dunce move. That 1 hook kill could have given much more (more bp for 2/3 hooks; experience in chases and watching survivor tactics; etc.). It's also a guarantee for a loss.
I can sort of understand those who camp an extremely toxic Survivor, and I am sure that in most cases that Killer will know they're gonna have a low-scoring round doing so. However, this also tells that Survivor they achieved in annoying the Killer - basically lets them know they succeeded.
Finally, it's boring! Both for Survivor and Killer. I'm not wasting 2 minutes of my gaming time playing guard-the-flag!

I won't lie I didn't want to post this one, I'm pretty teed off at the way this killer played. But I told myself no redos so here you go. I think I'll revisit this one when I do have babysitter -- I'm levelling Steve up now.
Sheesh, that Killer had it in for you! And I do appreciate you trying Steve. Just to assure you: if you didn't do it, them I would be perfectly fine :). Look forward to when it happens!

How about this for a build to try? It's called the "You see that? Yeah, that was me!" build:
• Babysitter
• Saboteur
• Object of Obsession
• Repressed Alliance
This is about letting the Killer know what you're doing, and you couldn't care less! You have no fear!

Silent Hill 4: The Room would make a fun DLC.
For a start, it could very well be like the "Stranger Things" chapter; having one Killer (Walter Sullivan) and two Survivors (Henry Townsend, Eileen Galvin).
For a map, the apartment block where Henry is captured would make a good setting, whereby it focuses more on the verticle than the horizontal.
Walter - like Pyramid Head - could have more than one power, but to beat Walter people need to focus on healing. One a final hook, Walter could do a mini-mori (some proceedure like Pyramid Head's power would be needed to achieve this), but then the killed survivor could turn into a "victim" and controlled by Walter to stalk other Survivors. Maybe Walter can summon victims for a small period of time, but with an actual Survivor their presence would be permanent.

It's fair to make constructive criticism, if you're explaining it and being cordial. It's unfair to criticise rudely and throw wild accusations at them.
The bias arguments aren't founded on any solid ground. As an example, the mid-chapter patch 3.5 introduced the nerfing of ruin. Mid-chapter 3.7 introduced a number of changes aimed at nerfing loops.
That alone illustrates there is a lack of evidence to support bias, and you only need to look up various topics here about claims of bias from both sides, which when combined ironically shows the nerfs and buffs are happening to both sides.
Historically, there has been a balancing act occuring. I see some changes to PGTW this time round. Next time it might be DS. It's a constant balancing act, and forever fluid in changes.
Basically, yes the devs do need to be questioned and challenged from time to time. Likewise, the community needs to question themselves as to whether people are conducting themselves appropriately. Balance is key.
