• At what time does the level 3 tome release?

  I know its coming tomorrow on 23 November but I am asking at what time does it come. Also if I complete all of the challenges of all the levels will it be enough to complete the whole rift or I would need to also earn fragment with XP to complete it?

  I bought the rift pass yesterday but im scared I wont get the whole pass because im at tire 21 and I finished the tome so their is no easy way to get rift fragments
