  If all perks were unlocked, all players and killers would get the opportunity to play the "full" game. This stems from some major obstacles that I believe a lot of new players run into. New players are inherently at a disadvantage (especially killers). There are many intricacies to this game, and a lot of fun is experimenting with new builds and trying perks.
