  What are us killers supposed to do if a survivor we recently hooked pops up again, are we supposed to ignore them until we are allowed to chase them again? If you hook them too early, the game goes "Oops we think you totally tunneled that survivor! No more damaging gens for the rest of the game, and you were so bad survivors also get very over powered side effects!" Its unfair, killers should be
