It's impossible to kick a Generator with PGTW if it's afllicted by DMS, I think you should take a look at how the Perks actually function
Im sorry I was giving an example. My point stands the killer meta shouldn't be variations of 4 slowdown perks

Eh...
I watched that video and it amounted to 'well, if this game was completely changed from the ground up it would be slightly better'.
To your specific points:
- DH and CoH, yes. Unbreakable is fine, medkits you can at least drain. If you see multiple medkits, you can bring Franklins, sloppy or the new Hemo. CoH is the outlier as it's insanely powerful and infinite.
- NOED...yeah, needs a rework - but the endgame needs to matter more for survivors.
- Regression perks are totally fine, and the killer meta is more varied than it ever has been. I'd say something like 50% of killer perks are completely viable, and that's incredible.
- How the hell is a gen losing 50% progress and getting DMS'd without an absolute 'stars align' situation or serious misplays?
- Boil Over was silly - anyone could have told BHVR what would happen in practice. The perk is just badly designed - if it's viable, it's horrible to play against.
- Camping, yes. But ye gods is that hard to fix.
- Tunneling...same thing. If you're going to force killers to hook everyone twice before killing everyone, killers will never win - and it's impossible to distinguish a killer tunneling from someone just playing too boldly.
I'd love to see this game get a teardown rework (and moved to UE5), but it's not going to happen - especially as it looks like the game might have peaked sometime last year.
It is absolutely fixable. Even if its just perk changes. And thats the point. Rather than saying eh we know and giving up we can at least nudge them in the right direction. Also it doesnt take the stars to align for a gen to be hit by pain resonance blocking it with dms and potentially following it up with pop

I'm seeing a lot of the game is 1v1v1v1v1 vs 1v4 talk. So lets talk about some sbmm maths. if the game is 1v1v1v1v1 that assumes a few thing. 1. the game is not a team based game its a free for all. 2. you kind of want your "teammates" to die as you will gain more mmr or at least lose less because you will be ranked higher in this imaginary free for all scoreboard. and 3. this also implies the killer always wins with at least 1 kill. A killer killing a survivor eliminates them from the 1v1v1v1v1 this means the killer won the survivor lost. Mathematically this isn't good because it means all killers will slowly go up in mmr and the system will no longer be accurate.
Now in a 1v4 scenario there's the opposite problem the game is now 2 teams and not a free for all. if 2 live and 2 die the killer only half won? This could be interpreted as a win but that would also mean half the other team won and now you count that as a win and now everyone is winning and thats going to be some weird math so instead we must assume the killer has lost. Now the killer is always losing unless they 4k but the game isn't being balanced for 4ks so now killers are always losing which means slowly mmr will drop and be inaccurate.
so now we're back to my original question. if the average for balance is 2 kills and 2 escapes who is winning? From a player perspective its fine and dandy to say define your own win but from an sbmm perspective no one is winning in either of these scenarios as the system will eventually have no meaning and hey suddenly we don't have sbmm anymore.

Then why not remove it? Why disproportionately punish part of your player base especially if you have had hackers hold them hostage in hours long games in the past?

Uh... I'm pretty sure survivors still get a DC penalty?
they do but as i said you can easily sidestep the penalty by suiciding the chances you're going to get a killer that ignores you especially if you spam notifications is extraordinarily low because at that point they've taken it upon themselves to act as a check for the dc penalty which also just highlights how ridiculous the penalty is in the first place
