All they need to do is make it so that if a survivor is on hook and the killer is within 20 meters (maybe more) and not in chase with someone else the hook progress is slowed by 100%. The entity doesn't like it when you are watching them savour their food. Further after 10 seconds of being on the hook, Kindreds 'see the killer near the hook' is base kit and insidious no longer works against it. Numbers can be changed but the general anti camp sentiment is there.

This means if someone is camping, the counterplay (despite how unenjoyable it is for survivors involved) it is of doing generators is even more effective. The killer will get one person but that's all they'll get. There's really nothing you can do to eliminate camping entirely unless you change the game to make the killer have to hook survivors as a team a set number of times but that creates other problems of targeting weaker players to more easily reduce the value of experienced ones.

They might already be thinking about something like that 'cause of some perks like that :

    "Scourge Hook: Monstrous Shrine

Long have we waited. Monstrous Shrine has received a rework. This perk will now convert all basement hooks to Scourge Hooks. Additionally, Scourge Hooks will now grant 10/15/20% faster Entity progression – but only if the Killer is not within 24 meters."

I think they have to ask themselves what's the best way to punish camping without breaking the game tho

Absolutely! And with DS activating after the last generator is finished, if you get hooked then, you are just dead. There's literally no reason to go back for a survivor during EGC, because that poor person is just simply dead. The killer will wait 5 seconds, down then and it's gg. The devs literally did the opposite of what was needed to be done. Pretty. Good. #########. Job. So. Far.

    Off the Record

Upon being unhooked, gain the Endurance status effect for 60/70/80 seconds. The Endurance effect is lost upon performing a Conspicuous Action. While this is a lengthy Endurance effect, any game-progression action will cancel it prematurely, making it purely for evading the Killer after being unhooked.

I think you can go for endgame saves tho, camping is another problem

  • Zombie need some love, especially on new maps, it feels like no one checking for spots where they are going to be stuck the whole game, if we have more and more new maps, and if zombies aren't tested on said new maps, they'll become more and more useless...
