This game was not and is not designed to be balanced around optimal gameplay; it was designed to be played casually. As such, really sweaty, uber-dedicated gamers are gonna break it. But lucky for us, the VAST majority of players are nowhere near this level, even if they aspire to be (or delude themselves into thinking they are).
It's just that these very few also happen to be the most visible. Most killer players will never even sniff a 20 game winstreak, much less 1000+. And even so, many players lie (GASP!) or are otherwise deceptive about their winstreaks. Most people bragging about their play in online forums are full of it.
If you change the game to handicap the extreme end of the spectrum, you're going to break the game entirely for like 99% of killer players. Just like you can't balance the game around super SWFs without making solo queue absolutely unplayable.
Just take solace that very few of us will actually encounter these people in pubs, and most never will.
Is just funny to me how this is always the counter to the argument. I'm not saying that I agree that the game should be balanced towards the top mmr or comp. However every time it's brought up the counter to the argument is always "They are the best and play as optimal as possible" Yet in almost every game now the killer hard tunnels out the first survivor with camping and slugging thrown in when needed. Then when called out on it they say "I'm just playing as optimal as possible" In the end of they day do they even have a fraction of the skill or knowledge that the top mmr have...no. However if every one is gonna mimic top/comp play and strats maybe it's time to start considering it.

I still strongly believe that this was created by killer behavior. Say what you want but if every killer goes into the game with the intention of tunneling someone out asap then it will create a state where every survivor will believe that the only way they can escape is to be as efficient as possible. On top of the fact that the two best anti-tunnel perks have been completely gutted. Those being DS and DH. I called it back during the out cry for dh to be nerfed that I would rather have 4 DH's in my game than 4 sprint bursts or liths any day and that if dh got nerfed that would be all we would see. Now that is the world we live in where you show up to a gen that you know is in a dead zone just to watch the survivor SB to shack or a stronger tile. Dh had counter play SB not so much. Same goes for DS. Killers use to respect it, now no one cares because it's just a joke. At the same time where the two best anti-tunnel perks got gutted killers got the best "where is my tunnel" perk Ultimate Weapon. I'm sorry but that perk needs to be addressed. I've seen it to many times where the survivors fight tooth and nail to protect the player being hard tunneled and actually get the killer to loose where that player is only for them to go open a locker and be right back on them. I'm sorry but UW is truly unhealthy for the game. But no one wants to talk about that.

I wouldn't say that my p100 has ever gotten me tunneled but then again I rarely play on my p100s because of the lobby dodging. It can already takes a little while to find games then add getting dodged 3, 4, 5,... Times on top of that just makes it exponentially worse. If I want decent queue times at all I have to play on one of my lower level characters and hope that no other "High Numbers" show up. I say high Numbers because it's not strictly a p100 thing. Once you hit around the mid range you will start to notice killer dodging you. I don't know why this hasn't been fixed yet. Killers shouldn't see prestige levels until the match is over. You spend all this time leveling up one character and then you can't even play them anymore unless you want to wait and hour to play one game. RIP my Jake that still has over 1000 terrormisu's.
