As Gun_Doc has already pointed out, some perks are good to get you going and learn about the game. And Bloodhound falls of quickly as soon as you get used to track survivors.
Save The Best For Last does have potential, but it takes time to stack up the tokens. And that is the overall problem with it. You practically have an empty perk slot and (partially) lose any progress if you hit 1 out of 3 survivors (the obsession). If it is fully stacked (8 tokens = 40% decreased CD on successful attacks), this perk would be an A-Rank perk. If it has 0 tokens, it is worth nothing (i would even say that 4-5 tokens are not worth that much). And yes, losing 2 tokens is not that bad, but it still means, that you won't chase the obsession down, which is the equivalent of losing a chase. And you really don't want that.
The synergy with Dying Light was a good idea, it will be in the next iteration! Thanks

The pallet stun thing was a bug and already got fixed.

I would use "A Nurse's Calling" on Wraith and Pig too. It is really good on Killers with lower or no terror radius at all. I personally don't like "Bitter Murmur" and "Bloodhound", so i would swap out those.

thanks for the feedback! i'll try to respond to your points as precisely as possible:
1.) Yes it helps you to locate the survivors that where near the generator after it got repaired, but so does the default "popping" of the generator. With that you already know that at least one survivor is there. I don't see any real use in picking a perk that only slightly improves that aspect. And in 99% of all cases, you will only be able to chase and down ONE survivor at a time, so getting to notification that one is there, is good enough.
2.) i honestly didn't think of that aspect, nice thinking. I never noticed the distance to be a problem. I think that is a thing that will solve itself with playtime. I personally would't really give any extra points for this effect.
3.) The situation you are describing here is very specific. This kind of thinking would make almost every perk a lot better ("If situation X happens, the Y-Perk is really good"). And again, if the generator pops, you probably are heading there anyways, as you know that someone is there.
In higher ranks, most survivors don't heal near generators, as killers are patrolling them, if they are not already chasing the wounded survivor. The most used healing spots are near pallets/windows/loops or at the edge of the map to avoid Nurse's Calling or at the hook (probably with "We'll Make It").The only really good aspect of this perk is still the end-game aura reveal. You see to which exit gate the (hopefully) last few survivors are heading and can cut them of before they open it.
I looked over the other perks again and would not take Bitter Murmur over any B-Rank perk, which confirmes the C Rank i gave it.

Are there any new Offerings in the making? Or maybe even a second Offering slot solely for Bloodpoint Offerings. It's so sad to almost exclusively see those. if there were 2 unique slots for Offerings than more "match altering" offerings would be used.
How about Offerings that change the number of crows or how they react to survivors/killers. Offerings that change skillchecks, add weather effects, turning some lockers into traps, weaken/strengthen some pallets, entity block windows faster/at random for some time.

Surveillance just has absolutely no relevance in any situation. I can't think of a single reason to use a perk slot for it. It is so much worse than Insidious, because Insidious at least allows you to do something unique. Even if camping in the basement is really not a good strategy and shunned, Insidious allows you to do it exceptionally well. Some killers even manage to do some crazy mid chase Insidious plays.

I have to disagree with several of the entries tbh. Especially brutal strength not being S. Yes it only saves half a second on the pallet breaking, but you aren't accounting for acceleration. If you factor in the movement speed of the survivors and killers along with how quickly you can move with brutal strength, you get an average of being accounting be to catch up to survivor 4 seconds faster PER PALLET. You can literally save yourself minutes of chase time given the large number of pallets strewn throughout the map.The "S-Rank" has a kind of special place, because there really is no reason not to take it as it gives you an immensely high benefit. Enduring is not such a perk. Stuns are very annoying, but with the removal of the vacuum on pallets and an incoming nerf to DS, it's usefulness went down. I don't see the vacuum removal as an incentive to use Enduring more often, but i can see your point. Maybe a rank B is a bit low, but it is heavily contested by other perks.
As for Brutal Strength, in some chases you don't even want to destroy a pallet because you lose Bloodlust. Though i am not a super-fan of this mechanic, it is not always the best idea to kick pallets during a chase because of it. If you kick one, the time save is, as mentioned, not bad. But being "not bad" doesn't justify a high rank.
And Knockout has a solid place in a "slug" game, but not really in any other setup. I tried to rank and analyse each perk on their own, so being good on a "slug killer" and certain other perks/add-ons using a particular strategy doesn't really help.@PigNRun said:

Deerstalker: Its not "mediocre", its "good". There are several times you benefit more from not picking up someone; no hooks around, its the Obsession, you spot the Obsession, someone else doing something you dont like, etc. Also, at least in my opinion, its a must have for Leatherface.
Make Your Choice: Its not "mediocre", its "good" or at least "decent". You just have to adjust your gameplay for it It is somewhat situational, and needs a small QoL change, but it is in a good state right now.
Monitor and Abuse: Mediocre...
Coulrophobia is still very new, so i am still playing around with it. As far as i can tell, NC is a better "time waster", because you start a chase, effectively stopping the heal, instead of making the survivor taking more time to heal. That means, you are not wasting time searching any more too. No killer has a "big" terror radius, except with Distressing, there are only killers with a smaller radius.
Deerstalker is a perk that benefits a certain playstyle. You are right, sometimes you don't want to pick up a survivor, but taking a perk just for these moments to keep dips on one survivor? That doesn't really convince me. There are no hooks around? There still won't be if you let him downed there. It's the obsession? Still will eat DS later. If you specifically plan on leaving survivors on the floor, this perk is a must-have. Otherwise, it is not, hence the rank.
I think your depiction of Make Your Choice is exactly the reason why it got a rank B in my book. You could see the rank B as "decent" too.
And Monitor and Abuse would be the same case, it is decent, but only has uses in certain setups in my opinion. -

Diamond Stone is now called Iridecent Stone and automatically sets an un-set trap every 20 seconds =D
The Bloddy Coil is nor ultra rare too and injures (but never downs) a survivor who sabotages or disarms it! The Honing Stone now downs a trapped survivor 100% but only if they free themselves and not if freed by another survivor.There is a new common trap bag with +1 trap too and the other bags are getting buffed. There are some other changes too.

90% may be a bit too little time to react to it. If it was lower (maybe 75 or 80?) i could see me using it on billy with Pop goes the Weasel.
