I thought that was the intended behavior because that's what the description said. I'm not going to jump to conclusions, though. That's why I'm asking for more information.

What's more relevant? Internal descriptions or the ones that have been in game for all to see since release?
Log into the current version and you'll see it says "for the first time". I just want to know what's the nature of the bug.

No. It was never meant to be that way to begin with, so there's not going to be anything to compensate for it. He's performing perfectly fine as is.
The description says "for the first time" though
