  That is not the same system, the idea is to buff gen perk but nerf the whole system by making those perks don't stack together.
  
  For example buff Overcharge to 250 % regrashion and pop to 35 % and the nerf to system is : If perk overcharge working the pop almost doesn't give you value on the gen cose you have penalty from overcharge (only owercharg will give all the valiu).
  
  In other words you don't have the necessity to play with builds that contain 4 gen regression perks.
