I do not use nor am I familiar with third party programs, especially when it comes to its use in the game.Fortunately my lack of understanding regarding its exact features doesn't skew the definition nor how it fits said definition, so the core point stands.
Except not really. If your goal is to make footsteps/breathing louder, you would accomplish the same thing (except better) by using a volume knob. And esp using an EQ, you're just going to lose clarity. You might hear footsteps louder, but where they are coming from/how far away/etc is less pronounced because you are also turning up other things in the environment at that frequency range.
In the most layman's of terms, using audio effects produces a lot of garbage in addition to whatever your perceived benefits are. You might make footsteps louder, but you're warping the sound of the game in the process.

TLDR:
Yes, equalizer, reshade, and other third party programs that give an advantage in-game are cheating in this context. If you deny it, I'd love to know why and what you define as cheating.This is patently false. You cannot "turn up" breathing. You can, however turn up F4000 which will affect breathing, generators, chase music, whiff sounds, flame noises, footsteps, UI sound fx, the terror radius, etc.
Notice I said it "affects" those items and not "isolates those items to raise their volume over other sounds in the game".
Take example: Stridor is a perk that specifically takes the sound source for breathing and raises it up a certain level. It is physically impossible to recreate stridor with EQ because Stridor affects the source and EQ affects the entire sound mix.
You cannot simply "raise breathing". And lmao there is no "chase music" knob on an EQ. The only accomplishment you will make with EQ is making the game sound bad. Or reduce rumble if you play on speakers and don't want your neighbors to hear your game.

It depends, if I lose but had a bunch of great chases or saw some funny #########, I won't care as much. If I win but I got ran around 90% of the match, and only managed a 3k because the survivors got cocky, then I want to play alt f4 to a different game as soon as the match ends.

Um, no. Bots are the replacement to a backfill in a traditional multiplayer experience, but they suck massively. There's already plenty of times where one person leavingc causes another surv to leave as well, and that's with a penalty. No penalty means more matches where you get zero progression for your time, because a killer doesn't want to play against 4 bots in pubs. Yet if you leave a 10 minute match with 4 bots and two gens, you forfeit your 30k or w/e bp, and that sucks for each player involved

I'm too good to go against new players, so it's a mind numbing 4k into a mind numbing 4k when matchmaking puts me against them.
And I'm nowhere near good enough for often toxic swf's so by the time I get 1 or 2 hooks they'll have all the gens done.
How do you have fun playing this game? There's never a fair match and it always feels extremely one sided, and I don't see a way for me to actually get the hundreds of hours I need to become intermediate at the game without developing high blood pressure…
That's the thing. The match is only halfway over when the gens pop. Don't give up just because the gens are done. Get creative with builds, i.e. furtive chase/rancor guarantees one kill as long as you hook (don't mori) the obsession. Leran to use surv altruism against them, etc.
Just like any game, you have to develop game sense. Know when to camp, when to tunnel, and when to commit or not commit to certain chases. Both sides are really easy in pubs, you just have to go in knowing you won't win them all and you will occasionally have bad days and super sweaty players.

It's not really cheating. Anyone who says so has no idea what sound even is. EQ can turn up and down volume of a spectrum, but it's not like you are completely boosting only one desired signal or reducing an undesired signal. The logical extreme is that using any kind of gaming headset over studio monitors is also cheating, since studio headsets will have a neutral sound vs a bass/mid boosted gaming headphone for instance. It's impossible to create a true 1 to 1 between players, especially online where equipment differs from one person to the next

- Remove her lullaby. I've had much more success at throwing on monitor and abuse and just not demanifesting save for teleports than "stealthing" with her lullaby. Stealth and lullaby do not go hand in hand for obvious reasons. Or significantly decrease the lullaby range. 24 meters is too much. By the time I approach a gen that I heard being worked on, half the time the survivor has already made it behind a tree. Her lullaby is essentially a 5th perk for all survivors who aren't already running spine chill. Because they know you're coming before you even knew you were going. Go figure.
- However, the biggest rework needed is for condemned. Tapes are completely a joke right now and often serve as more of a BM distraction than not. I understand that a free mori shouldn't be easy to achieve, but a killer's main ability shouldn't be completely and utterly useless and unused in a majority of games. A condemned survivor who gained their final stack of condemned through holding a tape should be punished. A survivor in chase should not be able to pop a tape in your face "as counterplay". In fact, as soon as they gain their final stack of condemned from holding a tape, they should become Exposed and unable to insert the tape for a full minute. "But the survivors at 4 stacks of condemned won't be able to strategically remove tvs." Good. Why is game balance for this killer alone centered around the survivor's ability to control the killer? The survivor will have to choose a generator near an already powered down tv or accept the risk that Sadako might teleport to them. Or they will assume the risk of becoming fully condemned and have to hide for a minute. Do something to make condemned not entirely meaningless. Making it to 4 stacks should be something to be avoided, not something easily remedied at your own delight.
- A survivor who gained their last stack from Sadako teleporting is not (entirely) a Survivor mistake so perhaps you could punish that less severely. Sadako should see condemned stacks as not knowing that information makes it difficult to determine when condemned was gained legitimately or if its just being used as a free alternative to Diversion. Otherwise, wholesale replace it. Perhaps, allow Sadako to see condemned stacks as base kit, and make an add on where teleporting near survivors gives her current ability of adding one stack.
- Reduce her TV cooldowns. In full SWF sweat lobbies, you're only going to get about 3 uses MAX out of a single TV before all 5 gens have popped. Don't buff it where her iri is unnecessary, but where it is now its more safe for survivors to literally ignore TVs and gen rush. Give them a reason to turn TVs off and assume the risk of grabbing a tape.

Great. There's already sprint burst for people who want a distance perk. DH shouldn't be looked at as a better sprint burst. It should be its own option. Iframes are more than enough.

No. It's not.
Especially with Sadako, as she has nothing internally going for her, the only thing to make her consistent is to use some of the more powerful perks. The problem is that this only punishes people who aren't SWF, which is unhelpful at high MMR. Every single game looks like the above for me. Every person running DH, at least one UB, at least one or two DS, usually 2 BT, and almost always one CoH.
She was way worse before I switched to hexes, but against SFW that understand what they are doing, even this stack gets erased to essentially running no perks within 2 or three minutes. Pentimento build, high risk-high reward. No pentimento build, CoH pops up all over the map every single game, and even with pentimento its a gamble (You have to rely on people without CoH to find your hexes so that you can pentimento them and prevent CoH. If CoH is used on your hex, then pentimento is useless for this purpose.). It's sad. Sadako's only arguable strength (teleport ability) is nothing because if you don't relentlessly chase a survivor despite knowing gens are being completed, then you win nothing. Your choice is: 1 down per gen pop; or damage, teleport to pressure a gen, hear thunder, watch the survivor portrait magically heal, and the generator you pressured is still at or above 60% complete. There's no winning. Almost every game has turned into 1k or less, survivors don't fear Sadako like they fear a good bubba or blight. And that's because Sadako, despite being good at her niche, is bad at dealing punishment. Bad at tunneling (because you're self denying her main ability). Bad at being anything other than average or less for looping.
The Ring is my favorite horror series, and I'll still continue to play Sadako, but at this rate my drive to play the game is seriously dwindling. I don't expect a 4k every game. I don't even expect a 3k every single game. I used to get those, but then I bought Sadako. Even a 2k would be ####### amazing every once and a while. It doesn't matter if I score more BP than the survivors on average. 9 out of 10 games, I have to wait for the survivors to quit BMing at the gates, artificially increasing the wait time for the next match. Psychologically, I've lost and that's not a good spot to be in. Idk.
