I cant tell why, but i like it for the most part, sometimes i feel sorry for Legion players though, it can take so long for them to down anyone .-.! If a killer really wants to down you, he will be able to most of the time (Same for every killer, might just take lots of time), also it is quite easy sometimes to lose a legion i think, especially with him seeing no scratchmarks in frenzy.

try looping a 110% killer without abilitys. Incredible to think about it right? You literally force legion to frenzy then, what an unnecessary idea of a nerf.

The only issue with that is s/he goes a lot quicker while in Feral Frenzy and the person would be unlikely to avoid the hit and get away from the killer. Honestly people not healing is just laziness. Being injured is never a good idea since it makes you a one-down. Now, an increase in speed would be nice (Billy has normal speed, for instance, and his power one-downs survivors) and longer Feral Frenzy is needed. To be fair, there is NO way to buff a killer, without pissing off survivors, since they wanna live. I think both ideas are great and i really hope for buffs that make him Mid tier- Low high tier

I mostly agree with you! Also i think, that perks like NOED/Rancor etc. should work on his Frenzy as a 2 Hit mechanic! Yes, he will hit you nearly every time two times (But there is counterplay, like vs every other killer pallets work, yes he can vault them but it also cancels out his frenzy, if he gets stunned!), its the same for every other killer and they only need to hit you once! Also he will suffer from his fatigue after one down (since he hits a bleeding target), so he cant chain this ability to other survs instantly.
Coming to your points 1. There is great counterplay already, just jump forth an back until he hits you a second time in frenzy and then run for your life, he will fatigue AND he has to break the pallet (110% baseMS aswell).
2. I 100% agree here! Though i think, the bleedout timer should still go down in THE LEGIONS Terrorradius after the Chase has been broken. As soon as the Chase starts again it should stop under the same conditions. (Person is out of the Terrorradius + Chase. )
3. I 100% agree here aswell, maybe dont make him as much unfun to face as nurse, so he actually hits mid - lower high tier.
Lets see how the devs will handle THE LEGION, i have the feeling though, that they will do great in DBD sooner or later!
