The game is built on a foundation of spaghetti, and it's easier said than done to add these things. I don't think it's impossible - but the amount of work it would take to make a functional second game mode I think would be massive. At that point, they should just rework the game from the ground up to add on more content. Maybe that's what they're doing.
If they want to add game modes and let's say if it takes a considerable amount of time they might as well create the system of custom games and people can customize them in more detail to create and once they are done people can join them globally, overwatch has done this "online custom game" system and I think if it was implemented to DbD it would save them time and they would not have to create game modes.
