I play both as a killer and survival, and both the campers and the gen rhust is a problem, but the question of campering, depending on which killer we’re talking about to cauterate, if the killer doesn’t hit and drop you to cauterate with the bill's perk, and the gen rhust disagreement helps a lot, but the 2 are a serious problem.

I know you're looking for a way to get extra stacks by switching obsessions and letting you profit from every survivor hook, but if you want to have a switching obsession perk with that combo, nemesis would be best. It also allows you to get back an obsession ingame once you killed one, which Furtive chase can't.
Still, you should try not to get stunned when chasing survivors that you want to hook, else the downed and then hooked survivor won't earn you a stack for Dying Light.
